Majumdar and Mehta, op. cit, p. 21 wrote: ‘. . .the then sports minister, Mani Shankar Aiyar, was categorical in his opposition to hosting another event which would do nothing for Indian sport . . . arguing instead for investing money in rural sports. Aiyar was right and, as sports minister, he must also have been privy to the inside story and the escalating costs of the CWG projects: a comprehensive National Sports Policy, one focused on rural development, instead of such events, was what he vehemently argued for. His objections were brushed aside by the union cabinet.’’
